The Board of Zoning Appeals consists of five (5) electors appointed by
Council. Council to serve without compensation, by a majority vote of
its members, chooses a successor to fill any vacancy. Terms
are five (5) years.
It is the duty of the Board of Zoning Appeals to hear and determine
appeals made for exceptions to and variations in the application of the
provisions of the zoning ordinances in harmony with the intent and
purposes thereof, and from ordinances, regulations, rules, restrictions,
limitations or orders of any administrative official or agency in
connection with such matters.
Any person, firm or corporation, or any officer, department, board or
agency of the Municipality, or any interested elector of the
Municipality who has been aggrieved or affected by any decision of the
Board of Zoning Appeals, may appeal from such decision to the Council of
the Municipality by filing notice of intent to appeal within five (5)
days and filing a petition with the Clerk of Council within fifteen (15)
days from the date of the decision and setting forth the facts of the
case.
Council shall hold a public hearing on such appeal not later than thirty
(30) days after such appeal has been filed with its Clerk. Council by an
affirmative vote of a majority of its members shall decide the matter.

The Planning Commission consists of the City Manager as ex officio
member without voting power and five (5) electors appointed by Council
to serve without compensation for terms of five (5) years. Council, by
a majority vote of its members, shall choose a successor to fill any
vacancy.
The Planning Commission shall act as the platting commission of the
Municipality and, as such, it shall have control of planning and shall
provide regulations covering the platting of all lands within the
Municipality.
POWERS AND DUTIES.
It shall adopt and recommend to the Council a comprehensive general plan
for the physical development of the Municipality, which shall include
the location of public ways, property, bridges, utilities, buildings,
parks, playgrounds and recreation areas. The comprehensive general plan
shall show all existing school locations in the Municipality and shall
show the projected locations of new schools as determined by the Board
of Education. It shall prepare and recommend to Council ordinances
creating areas, zones and districts of permitted and excluded uses,
including rules, regulations, restrictions and limitations governing the
design, height, floor area, size of structures, area and size of lots,
yards, courts, open spaces, use and occupancy of public and private
buildings, structures, and land for trade, industry, off-street parking,
residences, parks, playgrounds, and other uses or purposes as will
promote the general welfare of the Municipality and its inhabitants, and
any other duties and powers prescribed by the statutes of the State of
Ohio.
Before the Planning Commission shall recommend to
Council the zoning or re-zoning of any lands, it shall hold a public
hearing on the question. The Planning Commission shall cause to be
published in a newspaper of general circulation within the corporate
limits of the Municipality, a notice of the public hearing. Such notice
shall be published at least ten (10) days prior to the public hearing
and shall contain a summary of the question and the time and place of
the public hearing.
It shall make a base map to be titled the
"Official Map of the Municipality of Clyde". It shall have control over
the platting and subdivision of lands and the improvement or development
thereof. It shall recommend a building code.
In the performance of its function, the Planning
Commission may enter upon any land and make examinations and surveys,
and place and maintain necessary monuments and marks thereon.
APPEALS FROM PLANNING
COMMISSION TO COUNCIL.
Any persons, firm or corporation, or any officer, department, board or
agency of the Municipality, or any interested elector of the
Municipality who has been aggrieved or affected by any decision of the
Planning Commission may appeal from such decision to the Council of the
Municipality by filing a petition with the Clerk of Council within
fifteen (15) days from the date of the decision and setting forth the
facts of the case. However, this section does not refer nor is it
applicable to zoning matters.
Council shall hold a public
hearing on such appeal not later than thirty (30) days after such appeal
has been filed with its Clerk. Council by an affirmative vote of a
majority of its members shall decide the matter and their decision shall
be final.

Civil Service Members/Expiration |
The Civil Service Commission which consists of three
(3) electors, one (1) appointed by the Council, one (1) appointed by the
Manager, and one (1) appointed by the employees who are covered by civil
service. Vacancies are filled by the agency or person making the
original appointment. Appointments are for six (6) years.
DUTIES.
The Civil Service Commission shall provide by rules for the
determination of merit and fitness as the basis for appointment and
promotion of personnel in the classified service of the Municipality by
administering Civil Service Examinations and for appeals from the action
of the Manager or other officer in any time of transfer, reduction or
removal.
CONFLICTS WITH STATE STATUTES.
All matters of civil service covered by the City of Clyde Charter or the
Civil Service Commission rules and regulations shall be governed by
Chapter 124 of the Ohio Revised Code. In the event of conflict between
the provisions of this Charter, or the rules and regulations of the
Municipal Civil Service Commission promulgated under the authority of
this Charter, the applicable Charter provision or rule or regulation
shall take precedence over the State statutes.

Recreation Board |

Recreation Board Members/Expiration |
The Recreation Board shall exercise and possess all
of the powers set forth in
Ohio
Revised Codes 755.12 - 755.18 inclusive, unless otherwise set forth
by City ordinance.
The objective of the Clyde Recreation Board is to
provide safe and enjoyable activities for all ages. Seasonal Recreation
Program workers and a part-time Recreational Programmer are under direct
supervision of the Parks & Cemetery Superintendent. Over the years, the
Recreation Board has expanded the Recreation Program significantly by
adding new activities as well as increasing the number of participants
involved.
COMPOSITION AND TERM.
The Recreation Board shall consist of five (5) persons, (3)three of whom
shall be electors of the city and two members may be electors of the
Clyde-Green Springs Exempted Village School District. One member on the
Recreation Board shall be by appointment from the Clyde-Green Springs
Exempted Village School District Board of Education. Said board member
shall be appointed by Council to serve concurrently with the Board of
Education member�s term in office or until said member ceases to be a
member of such board of education. In the event no member of said board
of education accepts such appointment, then the board of education shall
recommend a qualified elector from the city or from the Clyde-Green
Springs Exempted Village School District. However, no recommendation
will be accepted, if said recommendation and appointment would reduce
the Recreational Board�s membership to less than three electors of the
City. Members of the Recreation Board shall serve without pay.
RECREATION BOARD TO SUPERVISE.
All parks, play lots and playgrounds, now designated as such or
hereafter acquired and designated as a park, play lot or playground,
shall be under the supervision of the Recreation Board for recreational
purposes.
The Recreation Board is authorized to adopt and enforce reasonable rules
and regulations relating to the operation and use of the parks, play
lots and playgrounds under their supervision.

The Landscape Committee/Street Tree Commission consists
of seven residents, four of whom shall reside within the City limits and
three who may reside outside the City limits, within a three mile
radius, who shall be entitled to vote and who shall be appointed by
Council to serve without compensation for terms of five (5)
years.
POWERS AND DUTIES.
The Landscape Committee/Street Tree Commission shall disseminate news and
information regarding the selection, planting and maintenance of trees
within the corporate limits, whether the same be on private or public
property, implement an Arbor Day observance within the City on an annual
basis and establish and maintain, on an annual basis, an inventory of
all trees located within the boulevard of streets within the City.
The Landscape Committee/Street Tree Commission shall choose its own
officers, make its own rules and regulations and keep a journal of its
proceedings. A majority of the members shall be a quorum for the
transaction of business. All plans, findings, advices, reports and
recommendations made by the Committee shall be in writing and shall
designate by name those members of the Committee approving or concurring
therein, and members who do not so approve or concur therein, shall have
the right, as a part of such report, to state their reasons for refusing
to approve or concur.
The Committee, when requested by Council or the City Manager shall
consider, investigate, make findings, report and recommend upon any
special matter or question coming within the scope of its work.

Fair Board |

The Board shall be composed of a minimum of (14) fourteen and a maximum
of (21) twenty-one members to be appointed by Council upon
recommendation of the Board. Terms are five (5) years.
The Fair Board shall be responsible for organizing and administering the
annual Clyde Fair, which shall be held in September of each year. Such
Board shall provide by its own rules and procedures for the conduct of
its meetings and its responsibilities relative to the organization and
administration of the Clyde Fair.
Each January the Board organizes and chooses a
chairman, vice-chairman, secretary and a treasurer who shall serve until
an organizational meeting to be held in January of the following year.
New Fair Board applicants may be invited by Fair
Board members to participate in a (1) one-year non-voting probationary
membership. The procedure to require a probationary period was
developed and implemented several years ago to aid current Fair Board
members in making a final decision to recommend to City Council person
or persons for appointment to the Fair Board.
